In a small bowl, whisk together: brown sugar, soy sauce, sesame oil and red pepper flakes, set aside.

Heat vegetable oil in a large skillet over medium-high heat.

Add garlic and cook, stirring constantly for about 30 seconds, until fragrant. Add fresh minced ginger and cook for another minute, stirring constantly.

Add ground beef and cook until browned without moving it, about 3-5 minutes. Break apart the meat as it cooks with a wooden spoon and cook it until no longer pink. Drain grease.

Cut the green part of the green onions into 2-inch pieces.

Add the soy sauce mixture and green onions into the meat and stir until well combined, allowing to simmer until heated through about 2 minutes.

Serve immediately over rice, garnished with sesame seeds.
